Two files come to mind..Civs.xml or the homecity.xml for the revolution..Both found in the data file for the version of the game you're using..(You'll need AOE3-ED)..The data for the flag will be found towards the bottom of the file..I modded my spcAct3 civ and did something simular to this but It's been a while and to be honest..I can't remember for sure at the moment..If either of these two files can't help with what you're after..Let me know.. I'll go through my files and get you the exact info.

Yes..The modify protounit effect is broken..Some fields don't work..Some fields do..There is a thread..It's now on page one of this category..You can check in there and help with the on-going request for E.S to finally fix it..As far as a work around.. You can use the set tech status effect multiple times with your H.C.techs to upgrade your units..Also set the age to later stages to help.

camo90:Solved I found out that I didn't make mistakes, the problem was found in the homecity files of my custom civilizations which lacked the revolutionary deck, now I'm ready to publish the update of Italy and Africa MOD
That's great news camo90..
We'll be looking out for the mod!.
Maybe..Consider putting a step by step in the Modding thread?
