Lol@this.
Stick Consualte Ninjas into their base in stealth mode before they wall up, they wont know theres anything there, they wont build towers, and once with 5 Imperial Ninjutsu I managed to kill 30 mill workers before the Aztec Army reached me. It's perfectly possible to do this with 30 ninjas, especially if theyre a noob, and theyll have an army on ur dorrstep, then they hear explosions in their base and go WTF? And the army reaches the base and everyones been murdered. 
Or u could try a similar strategy with petards, but only if they didnt build towers or u hid them some place when they reached the tower limit. KABOOM

Yeah, but this is part of what treaty is about, trying to counter the opponent exactly. Admittedly, if someone sends 20 Ninjas into ur base before u wall, whilst they are in stelath, it is very annoying, and they could easily kill 40 villies, which would win u the game.
