Ports in Treaty is a pretty easy civ to play. Your eco can boom nicely without having to build things (except like 1 house and a market). Always get gold and food upgrades right away and wood when you need to build mills and plants.
Really you should age at 16 or 17 vills (its not rush if you age later you have more vills gathering for the age time) but not later or you lose extra TC advantage.
Next you MUST decide whether to send the unique church card early or not. If you do not have many herds on the map (orinico etc) send it and upgrade mills. ALWAYS SEND UNIQUE CHURCH THERE IS A 20% FOOD GATHERING BOOST AT MILLS FOR FREE.
Otherwise just age ASAP and get ECO techs when they are available.
You will have to build more than one house if you want to actually make settlers (which is a good thing to do in treaty, it's what gets people over 1400 elo) .
Also, you don't really need the unique church card, it isn't that great.. It boosts your food gathering up, but slows down every other type of gathering.. Just send the mill cards, much better, and you won't really need all those food cards especially if you are playing on great plains.

Max out your Town centers as soon as possible (Plus the 2 more TC Hc card). Then max villagers from your 6 town centers. (99 vills)
Be sure to use the range of the cassadore and constant barrage of organ guns as a military
do not use +2 TC's card. not worth it. get to industrial as fast a spossible ship factories onto food for 4 vills at time. 2 TC's wont make much difference. you still max out way before opponents. cassadors and organ guns? youve got it wrong. use rabaulds and 20 range jintes.

LOLOLOL i didn't mean the whole game. ok i age quickly enough that the ageup tc gives the pop i need until next age usually. WITH NO IDLE TIME BTW. My first house comes in age3 on most maps.

Savory \Beef: waste of a card...age from 1 to 2 with 14 vills then throw 8 on gold pump them out to food to age to 3, then build market and get uprades..then go to 4 and 5 as fast as you can
in my experience, you can make 4 or 10 vils in age2, and it doesnt change the score at end of treaty very much. by making fewer vils in age 2, you age sooner and begin to spam vils earlier. but if you make more vils, you have the time to research market upgrades, which boost the gathering rates. When you have 15 vils, 10% boost in gathering rate is like 1 1/2 more vils. I personally prefer making 10 vils in age2, that way i dont have problem with food spamming vils once i have 3 tc

when playing ports make sure u have the best FF coz u get tcs for free. This means 14 vills age 1, age with 500 food, send 7 or 8 (depends on treasures) to gold and quee 3 more vills. When u aged to 3 send lots of vills to food and wood and have at least 1 tc spam vills on coin (later on 2) upgrade market and age to 4 and 5 ASAP having a 16-17 min imperial should be that hard on standard andes map, unless u play 3 vs 3 where herds are scarce.

I can't see any problem spamming villes with 3 tc at 7 min fortress.
