    Okay can some one please tell me how it is that almost every time i run this test (28 musket vs 25 jan) the muskets win even though a popular vote says that the jans win?

    Did you set the civ with jans to Russia?. Beause in that case, jans would be 20% weaker.

    Are the expansion stats for these units different because i doing this on vanilla
