    They had a somewhat weak military, even though they kept revolts against the Spanish they didn't inflict much on them.

    Thats because the Europeans had more technology, and the Incas were prety good for their area... Otherwise why did they survive like 700 years?

    The Aztec faced a more experienced group of Spaniards, experts at siege. More Spaniards even fought against the Aztec, yet the Aztec beat them in many many battles. Minor revolts, oh wow...that's spectacular.

    Lets return to  topic guys.

    Incas werent that bad that time, and either were Aztecs, both civilizations were unique in their own way, Actually Incas were very powerful in those times, they had a lot of gold, and they god better units than aztecs. Probablty they didnt added because:

    1. Incas would be a little copy of aztecs Since both civilizations cannot get cavalry, either artillery, while Iroquis-all type of units, sioux-infantry and cavalry, Aztecs - Infantry. 
    2. Their bonus would be based on Gold, BUT, since dutch get coin bonus. Makes Incas a combo beetween Aztecs and Dutch (with just a bit of special things).
    Thats why it will never have been or would be added.
