Hmmmm... Actually, dutch still get, in some way, same-size hordes. In cost/effectivness, I mean. But, dutch get a giant advantage. In most DM games, getting vills is a little bit slow (because first you need to get Cheyene and Comanche trade posts), and easier to be raided. In the other hand, banks take up less space and can be built since start. Still, a classic russian infantry+cavalry spam combined with opis as raid, should be able to beat any dutch player.
