I've already posted on this at HG, but I'm so excited that I have to comment here. I absolutely love this change! Love it, love it, love it. For a full accounting of this discussion in the recent past, please see the thread End HC Leveling?
It'll be so great to finally remove this "grinding" element, previously the only path to obtain your full array of strategic options. I love the idea of the community now getting to spend its time playing the complete game instead of hitting the leveling treadmill in the hopes of "someday" being able to find out what a civ is really like. I positively dreaded the idea of starting back with a lvl 1 HC. Many players became so balkanized -- they'd each have 1 or 2 civs that they had leveled up, and it was all they could really get to play. This will really change that.
Great job, ES. This is an excellent change and a great way to refocus the game on the place where it's best -- high level HC games with the maximum number of available options.

After creating a new HC using this new change, the new XP points you're getting when playing games isn't added after games end and you return on eso. I guess that's a bug, can you guys take a look? like i played 2 games on a new hc, and i still stuck to 2 250 000 xp (lvl80)

I think this is great. It's a relief that you guys did this! Now I don't have to focus on starting a new civ from scratch (like the portugese) when at the same time my brits are at level 73. I think it's a good improvement and a big benefit for those who took the time to level up their civ's.

I believe I already explained this, the game can be more fun when certain high level cards are excluded and the same old boring predictable BOs aren't used.
The idea of playing with low-level civs and such might appeal to a very small subset of the community, or as a very occasional change of pace. However, the notion that this change will be ruinous to that is patently ridiculous. Simply put, it's easier for players to restrict their card choices and decks than it is for players to level up to complete all the necessary game elements. If you and some friends really enjoy that, just agree to play with 15-card decks featuring only cards available below level 10. Problem solved. Conversely, everyone else can now switch civs and enjoy more game elements without having to jump through unnecessary hoops to do so.
Again, you obviously don't play any low HC games. A Gentleman's Agreement will not work. and to be honest with you, I log onto ESO to play a game or two of Age, not to try to find a circle of friends or join a clan. Which means I am going to be playing against random people who I might not be able to trust...the simple fact is that ES provided low HC as a gametype to the community, this is evidenced in the fact that you can set home city levels for QS or when you host a game. The change they just made broke this form of variety completely.

The "arcade kids"? If anything, that metaphor would seem quite flawed, since an arcade game requires a form of progression. Furthermore, arcade games tend to be things like fighting and racing games.
AoEIII, by contrast, is a strategy game. One important set of making strategies in AoEIII is making decks. With a larger range of cards comes a larger range of potential strategies. Which means that having to level up to get cards essentially limits players' ability to make new strategies. That's *not* good for a strategy game. It might be good for a newbie gradually learning the ropes, but it certainly isn't good for experienced, old school RTS players.
A more accurate metaphor than "arcade kids" would be that ES has had us playing chess without full sets of chess pieces and we've had to "level up" to earn pieces other than pawns. Hooray, level 60, now I can finally use a queen! That... wouldn't make for good chess.
Simply put, the levelling system has been more of a hindrance to enjoying the game in itself than anything else. It's added a form of metagame that might be fun to some, as is seen here, but which has no actual impact on the game in itself. It's a poor merger of different gameplay concepts -- RPGish leveling simply doesn't fit well with strategy games in the way it's been implemented by ES.
Time and patience? It takes time and patience to learn and master a game. Setting up a metagame that's about collecting game elements rather than playing the game actually distracts from properly learning a game at a high level of skill, since the game elements can change over time. A good example of this is that balance changes to be less favorable to Colonial fighting as more powerful Fortress Age cards are unlocked.
And "kids"? The entire mentality of collecting cards is pure kiddyness. It's like that Pokèmon game -- "gotta catch 'em all!"

Don't delete your highest Home City otherwise you wont be able to create other higher Home Cities.
