    Pielighter,

    I don't believe you can make a totally new card for an homecity deck..However you can mod the appearance of an existing one in the art files..Then change existing data for a card and add it in your  homecity (your homecity).xml file..after you've extracted and converted it from the .bar..Then place the modded .xml file into your data folder.

    Also..You'll need to make changes in your techtree file.
