You probably can achieve almost all of what you want here with a trigger..I will give you an example with docks..You don't want player three to be build them..Then the other things you wish to modify..You can do different things here..Experiment!
Trigger1
Condition: always
Effect1: Forbid and disable..Unit:docks Team:3
Effect2: Modify protounit..Type of house your civ builds..Team:3 ..build limit: What ever amount you wish to subtract from build limit..
Effect3:Modify protounit..Stable..team:3..Build limit: What ever you wish to subtract from build limit.
To make your units go to a certian point after the spawn..You click on stable..At the bottom of the stable panel at bottom right.. You'll see a flag..Click on it and place the point where you want them to go..

1..Player set age effect:
E.G. (For Industrial age)
Trigger1
trigger active
Condition: Always.. Or you can use a timer here.
Effect1: Player set age..Type in (O)
Effect2: Player set age..Type in (1)
Effect3: Player set age..Type in (2)
Effect4: Player set age.. Type in (4)
2..You would have to mod your Homecity (whatever civ you use).xml.xmb..It's found in your Program files/microsoft games/AOE3/data folder/data2.bar..You'll need AOE3-ED to be able to read a .bar file and convert to .xml..so you can edit in note pad..You can download that over at H.G..All the cards for your civ are in there..Some cards will need more than one file modded to work..It's all left to experimentation.

P.S..In case you're still wandering about how to disallow buildings..Try the forbid and disable effect..Then at the top of the editor under scenario..Click on forbidden units and techs..You'll need to place the building you want to disable in there also..For your computer players you'll need to go to objects and click on place objects, and select as the player you'll be doing this for, first..Then do the above.

3 Problems
I have a coupple of questions.
1. is there a way that i can make the barraks train Barbary Corsair or Pirates In a coustoum scienario
2.when i play a coustom scienario my units dont make sound and there is no background sound
3. how do u make the make the scienario a .xs files like you download and how do i make the .xml file that goes with it

To spawn barbary corsairs or pirates from your barracks..Try the unforbid and enable effect..That might work..
When you say, your units make no sound..Is it all the units or certain ones?.Some units make no sounds in a custom scenario..Two that come to mind are..War canoes and the horse cannons..They could be modded to have sounds..I've been thinking about doing this soon..If it is all your units and sounds..Check your settings in your game..You may need to alter something..If that doesn't take care of it..Try the technical and game support category..They may be able to set it right.

newbie in need of help
hi all
i got aoe3 about two weeks ago, completed the campaign and started playing skirmish with brits, got to lvl 38 and im getting bored. so i thought i would make a custom scenario. i really enjoyed the campaign were you have to destroy the circle's fort and thought id make my scenario similler (sort of) im a complete noob when it comes to this so i spent about 4 hrs last night playing with the editor building forts and generally getting to know it. my question (as my mountain top fort is almost complete) is, is there a way to put the fixed gun on the fixed gun base as i can build both but not together? Also i read (on page 2 or something of this) about another editor is this better than the standard one ie: is it easier to use or for ppl with experience in this sort of thing.

Welcome!
To put the fixed gun on base.
Put base on the map.
put gun on map somplace near the fixed gun base.
At the top of editor select "objects."
Scroll down to "position objects."
click on and drag the gun over the base.
Your asking about Reyks AOE3 New Editor2..Yes. its a little better..You can download it at heavengames-downloads-misc files the link is in these two threads

sweet so its really easy then lol i should have figured that out myself oh well . im guessing theres alot of stuff like that, to be placed then moved. and thats really easy to do but i wont get on to lol.
