How do you eliminate the other civ choices in the civ select drop down so that a player doesn't choose aztec when you only want them to be able to use british?
You can’t.
You can make high home city level only for the British to encourage players to choose it but you cannot stop them from choosing other civs.

You're right Humility this feature doesn't work, same as Player Population Count effect.
Maybe it is an idea to follow the triggs sets from this thread, you've saw it before. Or tell us what exactelly are you intending to do, so that we can help you out.

The pop blocks for the British are not working.
Try to place these population blocks via a trigger once the scenario starts.
It may work then.

Wow, really nice info. My problem is, I'm trying to get High Level Home Cities, but I'm a bit unclear on an important part: my CSO has four Russians vs four British (If it is to be played ideally). To make it perfectly clear, here's what I mean:
1. Four British players, all with different decks. One mainly economic, one mainly naval, one mainly land military, and one mainly mercenary decks.
2. The same thing, only substitute Russian for British.
3. How can I get four different decks for the same civilization, each corresponding to four different British (or Russian) players? From what you said, it seems to me that if I set a home city for the British, all of my four British players end up with the same city and deck. Please help! Thanks in advance.

That is partially correct.
All players will share the same home city but this doesn’t mean they have to share the same deck…….
How can I get four different decks for the same civilization, each corresponding to four different British (or Russian) players?
You can give different decks to different players (for the same civ) by making several decks for that civ.
After you are done with the first deck, just click on the “Copy” button and then modify the second deck that was created.
Each player can then choose the deck he likes most (economic or military deck and so on).
There is nothing you can do to stop players from choosing the exact same deck, but by giving them different decks to choose from you can allow for different decks to be used.

Lord_H_Lightra:Okay, let me confirm this. In the "Build a Deck" function of the Home City Editor, if I make four decks, one labeled Economic, Naval, Land Militry, and Mercenary, it would allow them to choose which deck? Thanks!
Yes, once they start playing they can choose any one of these decks.

Man, I have taken up making some scenarios once I read this excellent guide. It is such a fun thing to do! Thanks a lot Moshe, I really do enjoy it. After the while however, I wanted to comment on a section about starting population - I believe I might have a better solution then creating houses at the start(If you already know about this, I guess it is just a big discovery for myself).

train any villagers because the population room is set to zero instead
of 10.
There is some kind of bug that resets the population room and our existing TC doesn’t change that.
To
solve this problem just use the “Unit Create” effect at the start of
the scenario (while the black screen is showing) and use it to place
one house next to each TC.
This will give all players the 10 population room that is needed.
Placing several houses on the map via the editor won’t solve the problem.
So
if you want the player to start with 10 houses and population room of
110 then you will have to place these houses via triggers in order to

______________________________________________________________________________ I think you could use the "yppopblock" instead of creating houses. It has worked on the single player (I tested on my own scenario, although I am very far from being an expert), but I have not tried it on multiplayer; I do not know if they work on multiplayer or not. I used the "unit create multi" trigger, creating 2 'yppopblock' right on top each player's Town Center. The effect was that I got 10 more population than I had. In fact, I believe that these "pop blocks" are used on Honshu, and support 5 population a piece. You could then use 22 or so 'yppopblocks' using "unit create multi" if you wanted 110 pop (they won't appear on the screen like houses do). I've been learning much more about scenario editor every time I use it, but I have not been online or active for a about a week or so. It took me about 3 months to figure this one out, lol.

I am glad this guide is helping you with scenario designing.
Yes, I know about the pop blocks lol.
I found out about them after I wrote that section, but I was too lazy to update it.
In fact I use different pop blocks that are worth 15 population each.
In my scenario "Annihilation” KOTH (FFA) I am using them so you may want to check it out to see which pop block I am using (since I don’t remember now the exact name).
