3 standout for me:
sioux - own artillery with that big button upgrade, and their cav is soo strong @ legendary lvl
ports - ive always played ports, and pretty much as many goons as u can wit ur pop. if he trains halbs 2 counter, get cassadores and yeah, the two should own. get the two hc shipments to upgrage the goons and ur unstoppable.
french - no matter wat ppl say, gendarmes can with all available upgrades beat nearly any army, even with goons or halbs unless ur totally outnumbered.
the thing is that u have 2 train some counter units if ur intial army is being killed easy, then bring ur strong ones back later.

Aztecs.
They have powerful units such as Skull Knights, Prowlers, Coyotes, and don't forget the Archer Knights. Althought they don't have cav and artillery, their infantry units are good all around. Prowlers beat light infantry, heavy infantry, and cav. Archers beat artillery and infantry. Forgot the rest.
