Russia is considered the strongest of the three civilisations you listed, as they have super raiding abilities, instant-training infantry, the ability to build forts with musketeers, a decent economy.. etc.
Germans are decent, but they aren't as strong as Russia as their units take up a lot of population, train relatively slowly, and their army is hard to manage. They have the best economy out of any civilisation, with an 153 villager economy or something rediculous (99 villagers + 20 settler wagons), but most players kill off 30-40 villagers to make room for a decent military size around 40 minutes.
Dutch have a poor economy, 10 banks is fairly horrible compared to 49 villagers.. Their military population is large though, so if you can work out how to manage their army properly they can be fairly tough.
