It seems like every time I play against someone that has skirmishers they do the same thing. They run away shoot run away shoot run away shoot. Is there any way to overcome this aside from making horses?. When I played this german he made skirmishers and some counter to my horses so he would take out the horses first and then just run away and shoot again. Any advice on this?

Hit&Run is the common strategy for Skirms, especially for Dutch. You can easily beat them with the Germans. Try to send 9 Crossbows as your 2nd shipment and you get 2 Uhlans for free. Keep building Crossbows and send 5 Uhlans as your 3rd shipment. Then try to attack at 7 mins with around 25 Crossbows and 7 Uhlans. Use tha Attack Move with the Uhlans on his Skirms, try to guide the Uhlans around his Pikes. Best is behind the Skirms, so the Pikes have to go around them or through them. Configure your Crossbows on the Pikes, you'll get them down pretty easily. When the Pikes are done, you concentrate on the Skirms. If there are at leat 5 Uhlans left, they can't Hit&Run effectively and your Crossbows will do lots of damage while his Skirms concentrate on the Uhlans.
