From what I can see, this is my list.
1) Japan ( by far are the toughest to beat. If you can't get them in colonial then you may as well resign....... Can't even raid these suckers well either since they don't really hunt......)
2) China ( I've played against quite a few China players. They can really outmass in units. Sure they're weak but they also have some strong units too and let's not forget they're cheaper and they're made in banner armies. Meaning you have to create a good mix of units to beat them. Tough to raid with villages........ )
3) India ( I don't see much of a fuss with India except their 10/10 sepoy rush, which is strong and quick! )
4) Germans ( 9 xbowmen + 2 uhlans is a great card. I think it gives germans exactly what they need to be a good civ. They can rush or FF well. Once they get their eco going, there is no stopping em. :P )
5) French ( I don't really find them OP other than their cuirs. They're not really OP at all. I think they deserve # 5 though cause they have a good eco from beginning to end. They can continuously pump out units with no problem. Best skirms in the game and strong cuirs + strong eco. They're just a good civ that excels at both military and eco.
