(. . .Imo aztecs are OP. I hate playing against them. They can mass tons of warriors with little cost.) But let´s keep the ports as the main reason this thread was created. Economy (few ideas...not all to be applied choose the best)
Early eco is what "kills" Ports. They need a boost to compensate the lack of settlers cards. Food gathering bonus (similar to dutch for gold)
Settlers cost reduced to 90 food or training time reduced. Trickle card (Ports are the only civ without it) perhaps House of bragança. Ports can train villies while aging up to colonial
Military 14 Musks card Age IV could turn into an 7 Musks Age II (In age IV ports already have 14, 16 and infinite 10 musks. This could help defend the colony. 24 Pikes Age IV turns into 8 pikes Age II Cassadores attack increased 1 or 2 points. Besteiros cost and ship number reduced. 1 Infantry upgrade moved to age III at least.
Defence 2 Outposts - 3 outposts Extensive fortifications could be given to Ports.
General changes
TC and outposts building time decreased Useless / Ilogical cards in Ports Deck House of Bragança 1 Covered wagon Bandeirantes White fleet Ecomienda Manor < = Food Silos and is an Age II church tech
