the best civ for turlteling are the dutch in my opinion.. what this tactic consists in is balance pretty much between military and eco. important part of this strat are a good ff time and attacking around age 3. it is a safe strat.. good to use it agaisnt opponents you match up with....
if you turlte against a pro he will or turtle better or rush..

If you build a walls, you spend a lot resources for that. So enemy will have a big economic advantage, unless you use a trick to improve your economy, like:

    1. fishboom in age 1 (good for civs with schooners card)

    2. British manor boom and/or cow boom

    3. fertility dance with natives

    4. Potuguese extra town center in colonial age

This way you can build walls and still have enough resources to build a decent army. You should never use a turtle strategy without a single attack: if you have the advantage of walls, but the enemy does not, you should use this: weaken and distract him with numerous hit and run attacks with fast units (it works even if he has a bigger army than you).

One civilization that should not use turtle strategy are Ottomans. Never turtle early in the game with Ottomans on a land map, because their economy becomes pathetic if you prolong discovery or colonial age.

The above arguments are about early game turtling: if games is prolonged (that is: you reach max settler number), then walls become relatively cheap and you should build a lot of them without notable sacrifice of army size. At least if you have time to build them.

A person with good tactics can never defeat a person who knows the principles of tactics.

Why turtle someone in DM?  Thats more of a sump strat.  They will either rush or wait till after 2 mins and rush you.  Thats not enough time to get a big enough wall up.

lol, this is dm not sup strategy

anyway dont turtle in dm, you have to be aggressive.

if u just sit with 8 towers, u are conceding the map and map control is so important vs good players in 1v1

turtleing, is not a strat for all games, but i do use it with dutch sometimes, when i see my opponent being agressive, trying to raid, and to send small armies just to annoy me, i do a wall, some towers and switch my boom to a turtle, this way my city is safe and i can boom without problems

An outpost spam does sound quite funny tho... with the number of people who just mass ranged infantry this could be hilarious....

Extensive Fortifications + Improved buildings = Forced boom contest. First one to make artillery wins!
