I am not talking about the scenario editor...

and those stats are of an imperial cuirrassier, not of an imperial gendarme, since those stats just got +50% HP and +50% attack, in other words those stats are wrong

yep, but you never mentined the Royal guard upgrade (gendarme upgrade), you just mentined the imperial upgrade, so its more like you are talking about an imperial cuirrassier (I know that such thing doesnt exists, but since we talking of scenario editor it does, you will probably say: "But in scenario editor it says imperial gendarme", but I dont care what says scenario editor, scenario editor is bugged and everyone knows it, end of story) and not an imperial gendarme.

lets restart it, and to end this mess, why not to count the units according to their cost, for example:

1 cuirr would beat a ruyter, but with 1 cuirr(300 resources) you could get almost 3 ruyters(330 resources), and 3 ruyters beat a cuirr
