WTF are you talking about dude? Fully upgraded Strelets with CIR counter heavy infantry the same way skirmishers do. Any noob that would spam muskets, Jannisaries, and any other heavy infantry would get his ass handed to him.
In the case of a Hvy cav spammer you just need to use muskets and Tartars and you will be fine. Look in the Saloon for some Merc anti-cav, like Corsairs or Swiss pikemen, or Ronin. Halberders are not very cost effective vs Hvy cav it seems, they die too fast. Make sure to upgrade infantry breastplate in the arsenal. You can send the dance halls card to unlock Ronin, they will decimate any imp Gendarme spammer.
When he switches to muskets or skirms you just go back to strelets and cossacks/Oprinicks.

I am sure you all mean it in a positive way. But none of you have got a clue about beating Russia. Kaicha seems to know what he is talking about though.
There is one simple obvious answer.

OK THIS STRAT IS GUARENTEED TO WORK ON RUSSIAN RUSHES:
Use Ottoman... your first card in colonial age is 2 outposts that will hurt their rush badly (their initial rush) keep settlers CLOSE to town center at first so they can't wipe em out in an early raid. Build your rax right next to your town the combonation of your 2 outposts 1 TC and likely 5 Jans by the time the first wave of stretlets come in will pawn him. then you just build more and more jans till you can go attack him safely. Usually I build Mills for food when I am going against russia just so I don't lose villies out hunting.
I have beat all russian players who are 2nd Lieutenant and down with this strat (havn't even tryed it on higher ranks) This of course though only works if they do an all out rush if he tries to boom then the 2 outpost card was a waste. As long as he rushes though you are good to go.
