China's only got a livestock pen-like building when building up their first "house" (aka village). The only answer I can give you is get some herd around the map and task them to ur village. Dont forget them: once they reach max-food, kill.
Making goats is a bad idea because china already has a weak early game eco. By investing in your middle game development (making goat), you're heavily slowing down your rush (which is a bad idea..).

On the other hand, having those villages acting like livestock pens is a good thing for team games. Everyone sends any cows or sheep they recover to the Chinese player, who then fattens them up at villages and sends them back (and slaughters the others).
In producing livestock, I don't find it particularly useful for the Chinese, though later on they certainly could turn the card that trains oxen into something economically useful.
