not to sure about japan being # 1...any fast rush civ can own japan.  ive been up against alot of japan players and it always seems that japan does bad against a good russian rush.

In the 2nd Lt. rank the russian has his hands full not getting housed, run out of hunts while microing his Cossaks and Strelets around your TC - thats not easy and mistakes are guaranteed.

Japan on the other hand can easily defend from a russian rush. Just age with one vill less and 5 vills on wonder, first card in colonial is 600 wood, 2nd is Yumi combat. Build Consulate+Rax and spam Jumis and a few clubs against the Cossaks, use your wood to shrine up all around the map easily outbooming the russian. The only hard thing to do is a little bit of micro around your TC to kill his cossaks. But you never need to take off your eyes from the area around your TC except for a few seconds when you build a shrine.

It's just that the standard Jap lamer play is not good against a Strelet/Cossak rush.

in order: Japan/India, Germans, Aztecs... imo aztec are underestimated by a lot of people.

Aztec are only underrated because they are native, and few people play the natives on TAD, but i do agree that they are one of the top civs, maybe even better than germans.

once i decided to try the aztec, and on my second game with them(a unrated with a equally-rated friend) i could almost win, even barely knowing the civ, and using no actual strategy.

what is with you peolpe the portogese are the best because they start out with extra villagers and the cassadors and organ guns are amazing anti infatry units. Plus with the free town center after every age up coulped with a fortress and a factory are a perfect combo to support you colony after you revolt. but if you don't revolt and age to the imperial age the imperial gurarios (musketeers) kick ass and are great v.s. calvary, infantry, and buildings. finaly they get the best culvins (cannons) that have a longer range and are better v.s. infanty, calary, altillary, and buildings. the portogese kick extrem ass

Dutch and Ports are abysmal really. Ports even more than dutch as they are just as weak but harder to play. These civs bonuses simply don't cut it. Banks are expensive and age 2 skirms are nothing special. Age 3 is ok (not great but ok) for both civs but usually they loose their game in Age 2.

maybe so but perhaps you havn't seen all the REASONS that Japan is at the top.
