The equivalent of ~400 resources worth of labor for universal +10% attack AND a rax with archaic units is practically nothing with a 10% export penalty?
The consulate system should not be nerfed, but that nerf would barely be noticeable.
What he should've probably suggested was batch-training for those units. That way the Japanese consulate would run under the same limitations as the other consulates.

The GP/Daimyo/Shogun stacking is probably the biggest problem with japan. Even if Ashi were nerfed, Nagi/Ashi would still dominate everything.
If Monks lost the ability to build shrines (or that ability was tied into a card) OR the HP of Shrines were reduced, then we might see some better initial balancing. I personally don't mind Japan shrine booming, I think it should be a viable strategy; however, I don't think it should be so easy as it is. They should have to risk using a villager to expand their economy, and that economy should be initially fragile. Maybe the Age4 tech could also boost shrine HP by a significant amount as end-game compensation, but early-on those shrines need to go down faster than they do now.
