    Subject: why does a card changes if u go online?

    i have seen a card for the french ( not-online) with this effect: makes cruisasiers 2pop insead of 3pop

    then why i dont see that effect if i go online? i see the same picture but then the effect is that the training points are less and the costs are less... both effects are good, but i just wana know this.

    its called balance. when gendarmes were 2 pop online, french were pretty much unbeatable when they could build gendarmes

    It used to be online until a patch got rid of it quite a while ago in TWC days.
