ive seen people get 260 i myself got 250 it could be that they max out wit 199 pop, send a high number of military in one card, say (16muskets) and then if they have the church card, lets say they are british=26 rogers rangers and 8 black wacth dats pretty high and with natives so....

Maybe it was an Aztec player? They have "big button technologies", which give them units when researched (regardless of population). Nearly every building can give them about 15 pop of units. So if Aztec player fills 199 pop, then sends a card (like 11 skull knight), then researches all big button techs, he probably reaches about 300 pop.

plus native trade posts like in saguenay you can get like 80 more pop

11 skull knights is 22 pop, not 100.
