You should be ok as I believe just the accounts are banned.

Technically speaking I don't know how ESO can ban an IP since majority of IPs are dynamic and hence there is a big change your IP will change. Go to www.whatismyip.com and see what IP you have, then reboot your router and see if it changes. Try to unplug your router for 1 hour and then put it back online and see if IP changed. If it did then there is no way ESO will ever know that you are who you are if you buy a new game and wipe off old installation cleanly first.

I don't know nothing about IPs or those things, I think mine is dinamic, but then I don't understand why it doesn't change. But that's not all, I have two computers at home, tho have the same IP or that's what www.whatismyip.com says, but in the other one if I try to join into an account wich is not mine (just tryed to trust it) it says "wrong nick or password", but on this one it always says "[103] Account disabled", including with accounts of other people wich are not banned. Now I gonna try to unplug it and make it on again 3 or 4 hours later, I hope you have the reason.

I EDIT: I have tryed what you said and every time I unplug my router and put it on again my IP changes, so I will try buying a new account.

I assume their blocking is based on IP. If they are basing it on something else identifying your computer it might still be able to detect that you is you. For example they submit MAC address of your network card during registration, this way you would not be able to avoid ban or if they place some kind of cookie on your computer during original ban then look for it when you create new account.

if he changes his IP, hes good, but is they figure it out, and he keeps getting more account, they ISP bann too
