I think that card affects all the consulate stuff, at least I'm fairly certain the Japanese version lets hatamotos train faster. Still not a great card though, given the other options China has.

But the card they mean is the one that makes all research instant and shipments arrive in half the time. So it lets your crows arrive faster.

Confucius card (Age 3 shipment) lets all consulate shipments train in ~1 sec, I tried it yesterday^^

I think some people may be confused between the age 3 card and the age 1 card.

Yeah theyre talking about the age 3 card which makes improvements research instantly and shipments come really fast. I personally use this card in my deck so that the flying crows take up less time in my population therefore saving me resources with the units it saves.

Confusious Gifts helps so that the shipments of rattan shields and crows come much faster... it also helps in my build by sending the factory really fast.  It assists in team games, by allowing me to upgrade the natives stuff instantly.  It also helps do regular upgrades.  Most of that could probably be made up for in a perfect scenario, so that is why a lot of people think this card is a waste... not really worth the debate, you either like this style and stuff or not.  I think the only continual benefit from the card is the infinite shipments speeds.

No offense, but half of the stuff you stated is obsolete if you do cows as china, there is just no way to include it before 40.

I think you are right, it should probably be left out and made up for with better timing.  But I am not sure what your comment meant about these being obsolete with cowing.. you still get the factory, you still take upgrades at natives and on paddies, you still take shipments of crows and stuff.... The card just makes all that faster. The other thing, which is my laziness, is that sometimes I don't bother to cow boom. You can still hit 2300 or more without cowing.

I mean half of the points you made about confusious gift being good such as faster factory and faster upgrades are obsolete, and shouldn't be considered since the card wouldn't be sent before 40 when you're using cow cards. Thus only point of the card would be to send crows and rattans faster. I don't use Confusious Gift, imo there is not enough room in my deck, and there are better cards to choose over it.

What about those native cards? There is one for 30% hp / 10% speed, and another 30% att / 25% trainspeed. Are they worth it if your're not using cows?

Why would you not use cows? 

They have a very good eco without them, so you probably still won't drain, though you may not be able to spam out as many chu ko nu/pike armies. Plus it leaves more card space for military cards like art hp. To answer the question, I'd say no. China's nats still train fairly slow even with that card, and they cost wood you could use for chu ko nu and hand morts. So unless you're going to have to be using nats on andes anyway, in which case it can replace things like double-faced armor or confucius gift, its not worthwhile.

A couple more questions: that build xp card (land reform), should it be used with china?

What about the age 1 consulate card? From the previous posts I understand some people use it combined with confucius gift for fast consulate armies.
