Rules:
-You can use any civ (except French, Dutch and Japan as they cannot train 99 settlers).
-You can use any map from the official Age of Empires III patch.
-You can play on NIlla, TWC or TAD - Highly recommend TAD since you can play on Plymouth/Deccan

How to get all level 131 home citys offline, might be useful for the challenge as there is some speculation that gather rates are the tiniest tiniest bit better there :)

Sioux might be faster with bison shipments and not needing houses to ensure a constant vill spam, especially since wp take some time to train. Just tried sioux for fun and got it in about 11:30 lol

may be do only Europe civs in one category and expansions in another? im not sure any civ can beat aztec (maybe british, but would b close). i dont use india, but dont they get a vila for most shipments? they might be ok.

Thing is with brit, to get a fast max vill time you gotta be in age 4 for estates. so you gotta max houses real quick, then go to age 4 asap and get estates and wam. aztecs fastest in game for sure. for euro i would say... brit then port/russia,

i did it in 10 30 with sioux. buuut i did it on plymoth starting in age 3 (not sure if thats cheating) lol. i coulda done it faster but i put up firepit waaaay late. i completely forgot about it till like eight minutes

I went Iro for Medicine and Team Medicine cards with Age3 3TC fertility dance vill spam Got 12:00 but my BO was pretty poor and my general vill management was very bad as I didnt really think about it before doing it. Iro can definitely do quicker than 12:00. Likely 11:00 or better tbh, just watched my recording and it is pretty poor lol. Forgot about Aztec completely.
