If you mean: Why does the connecting to ESO take so long, it's because your internet is a bit slow, and/or it has been taking a little longer to connect after the last update.

Your ping to servers in the US (Washington I think, but I'm not sure if MS hosts this) is slow. Basically, there is a longer than average travel time between your computer and the computer hosting the webpage. I have noticed longer load times on connecting to ESO the last couple days though, which is sort of strange.

What is this maintenance that is always being done? Defragmenting or something like that? It does not seem like a week of use would slow the server down enough to be noticeable.

I'm thinking about adding a new boat called 'Noah's ark' that can hold 2 of each other unit type ... this is just really preliminary so don't get too excited about that for now.

I've noticed it has been slower than regular, and I'm on insanely fast internet and used to connect almost instantly.

I too have noticed this in the past couple of weeks and wondered if it was just me or the system. Perhaps the database needs to be re-indexed, maybe maintenance was postponed due to the move that Ryzon spoke of?

I find it happens on Asian Dynasties but not in vanilla. I know it's not a internet problem. It's not a big deal though, it's a 10 second wait.
