    i did buy another one and i loaded it and everything now when i went on the game and said new account i made one and when i said ok it wouldnt let me

    You need to uninstall the game and reinstall the game with the new CD key provided, otherwise it thinks the old license is trying to make a new ESO account.

    The forums are publically visable if one doesn't log on.  But harassing others and behaving inappropriately will result in account bans yes.
