Hey I use China alot in No Rush 40 min games, and the best order in using the consulate is:
1. Russian till u got max villies
2. German for all the resource trickles
3. French till ur end of treaty ( resource gather rate)
4. and then at end of treaty use Germans back, cause they give u cheaper army and good consulate armies
