    In the early to almost late game, you'll want to use Skirmisher-type units. As people have already pointed out, they have 1.5x multiplier against Dragoons. Also, they massively outrange them, so Dragoon speed really shouldn't be an issue.

    As the game goes later and later though, I suggest just using Musketeers, if you civilization has some upgrades for them (conversely, if you play Iroquois and you can get a lot of upgardes for your Skirm-type units, just keep going with those) they'll be dealing out more damage to 'goons anyway, and they cost less. Also, as the game go later, speed/range aren't as much of an issue so the loss of that advantage by switching to Musks shouldn't really be felt all that much.
