I can can have 7-9 shrines + wonder up (by using Portuguese consulate and then the cheaper/faster shrines as 1st card and putting all villagers+shrines on wood as soon as you start to age) by the time I hit colonial, usually by 4:30-5:00, depending on map and whether I'm expecting an early rush or not. At this point it depends, you should put at least a barracks and a market up asap, which puts shrines on hold for a bit, depending on opponent, (such as the russians) you need a stables up as well. As soon as those are up you got 2 choices, if you're getting attacked or want to attack early put the shrine booming on hold, shrines on food, send military shipments quick, ally with japan, and start pumping out units while researching at the market slowly. If you want to boom, against less aggressive civs, send villager card twice (not the shrine ones!), keep shrines on wood which you'll use to keep building shrines+market research fast, and use villagers to gather food and gold for ashi/naginatas. With the first strategy it depends a lot as to when you'll max out shrines since your focus will be on military, just keep a couple of villagers on wood and build more shrines when you have enough wood. On the second strat, you can easily have maxed out shrines and a strong military (20-30 ashi, 5-10 naginatas) by 10 min, but you'll be pretty weak militarily for those few minutes after age up, so finding the balance depends on what your opponent is doing.
