TAD civs outposts are called: Tower. TWC civs outposts are combined with a Barracks: Wah Hut

When you click "New" and the settings box appears make the Players: 6 or 4, and make Teams: 2 (if you want 2v2/3v3). On the "Player Data" window click on "HC" and select the correct HC (although it should automatically select the correct HC). Click on the "Triggers" button. Click "Create". The first screen allows you to view the overall trigger and create a name. The second screen decides what activates the Trigger. The third screen decides what the Trigger does once activated. Place an AI Start on whatever civs you want the PC to play as. Go back to the "Player Data" window. Click "AI". Note: for a multiplayer game you usually don't need AIs. Multiplayer: use AIMain. Single-player: use AI LoaderStandard.

Thats the basics, I hope it makes sense but your question was very broad.
