Well the thing with Russia is that they have crap RI (stretlets) so make your civs RI (skirmishers, cassadores, yumis etc.) to kill their muskets, halberdiers and stretlets.
Back the RI up with light cav to kill any cossacks/oprinichs they throw at you.
Build some mortars if you are a european civ to take down their annoying forts.
If you like french just make gendarmes and skirmishers and it will own everything a russian can make (when used effectively)

These are the units i would make against russians as the civs u listed:
Dutch: Skirmishers to kill bulk of his army, ruyters to kill oprinichs, cossacks and grenadiers, hussars to kill grenadiers, stretlets and any artillery and mortars and a few halberds to kill his forts. But you are almost unbeatable when u attack a russian as all he can do is spam muskets or halberds at you which will get owned by skirmishers!
Portugese: Cassadores will kill any of his infantry, dragoons and hussars to kill his artillery, and then mortars to knock down his forts.
Japanese: if you use the card that turns all your gold into export, get about 20 hatamoto samurais before treaty is over, these will knock down his fort in seconds and kill anything if they get into hand combat. Make some ashigaru musketeers powered by a daiymo to kill almost any of his units and have a few nagitas to kill his artillery.
French: as i said above, make skirmishers and gendarmes.

yohomes:this is what u must do, have about like 80 villagers on wood and than like 2 mins before treaty ends all of them back (80 number can be changed) than just keep doing stuff for military and hell run out of wood, easy right?no wood=no forts, no strelets, no extra buildings, no nothing, no plantation upgrades, no military upgrades, no cannon, no uhmmmmmmmm stuff
he'd have his factories on wood so he would be able to afford at least some troops and upgrades or forts. and besides, he'd have more of the other resources than you. WAYYY more so you'd get owned by mass musks, halbs and cavalry.

Hey, i play as Russia, and usually i get over 15K wood before the time is up
True that Russia needs lots of upgrades (practivally all the units, except maybe artillery ones), and that forts aer quite wood heavy, but don't ever try the Ottoman map controle thing. It just SUCKS
Forts in 10 secs = massif map control!!
If i can even get one Blockhouse or Fort up, your Jans are history. Even with 20 Barracks, your Jans will still be too slow, since with Ransack and all the upgrades, my Halbs burn as much as an Imperial Doppel (well i'm exagerating a little..) and your Jans take a lot of time to train (no fencing school...), so bye bye rax!
As for Abus guns, keep in mind that Cossacks are 1 pop, so i can easily get 30-40 cavalrry units waiting while i fight you, and still not suffer too much damage. Oh, and due to Fort/BH map control, i usually get the natives, which is ~25% army boost.
Trick: NEVER play a Russian in 1V1 NR40, unless you are confident you can counter him. Oh, and for massif cuicui spams, note that Cavalry archer just **** them, and supported by 4-5 Imperial canon, they just own you like hell. So don't Cuirassier spam (unless you're Vs a noob, who only knows to Musk)
Finally, in team battles, Russia is still OP, since it makes TEAM instant HI, so teamed with a Japan, well lets just say you'll see more Ashigarus on the map than you wish!
