    Can anyone please tell me how to make a custom map to play in on the ESO

    If you mean a scenario, simply go into the scenario editor from the main menu, design your map and save it. you can then play online with it.

     

    If you actually mean a custom map, you'll need to learn to code random map script.

    so i went to scenario editor and saved it, but can not figure out how to load it into the game browser...

    First to pick up a map. I recommend that you should learn the names of the army, upgrade units captong AOE.
    Procedure: Scenario Builder / Create Sceario. The Blank you were a map (a map of the green and white only).
    you need to setup parameters : map, terrain, Player, Unit, Diplomacy, ....
    and then, you saved it and you cant playing this game
