I would so buy it if it were around $10, but no more considering I can buy multiple games that are of similar age for the same amount.
I'll wait until it's on sale on Steam. There was an interesting deal I saw on steam that had Aoe3 + Aoe2 HD for $30. It would be a good deal for someone who doesn't own either of the two.

I don't think it's fair to judge the US so harshly. They're a very different country than most, and have a lot more people. Just compare them to countries of similar density, they're quite advanced in terms of education compared to the other countries with 100 million + population, excluding Japan.
