In a scenerio is it possible to advance a civilization in age to start, so for example a civ. could start in the fortress age instead of the discovery age? please answer me =) thanks

in scenerio editor how do you make one civ more advanced in age to start than another, can you even do thisfor example if i wanted one player to start in the colonial age and one in the discovery age how would i do it thanks in advance for your answers =P
