Horse artillery is faster, and better than falconet in any way, except that falconet has a greater hit points/cost(pop) ratio (but hit points are not that important for artillery). Use horse artillery any time when speed is important.

I tried this formation with coyote runners (49 coyote+1 eagle runner/1macehualtin), but it didn't work in any case.

Skirmisher type units are badly underpowered if you just leave them on the spot and hope they will win. But if you hit and run, they can kill a much expensive heavy infantry army.
