I got max vills in 14 min and imperial age in 16 with sioux on a normal rush deck!

Well, the reason why I think that they gave that card was to make your cavalry come out faster.When they gave Wakinas 10 more resources to make it stopped the Wakina spam pretty good. Now when this card gives us like -8 resources for each It can make us get the cavalry out there a bit faster. Imo.
