I'm pretty sure Asian cities start at level 10 when you first make them.
You'll need to get an Asian city up to level 20/40/60/80 before you can start making new Asian cities at level 20/40/60/80.
So you may have a level 80+ German city, and you'll be able to make create a new level 80 Sioux or Portuguese city, but you'll need a level 80 Asian ...

Out of Sync can also be caused by difference in game data files - for example, I was modding one day... I forgot I had been modding, went on to ESO, produced a Musketeer (which was one of the units I changed the texture of) and the game went Out of Sync because the other players didn't have the same textures as I did.
