I just played against a lv 28 (german), I am a lv 24 (otto). I pwned his ass and he dropped.
Then today me and metis were playing 3v3 treaty and a guy on metis' team told them he was going to pull the plug, and he did, because his team was loosing.

Outposts can't touch them, they do ranged attack and get multiplier against fishing boats so you'd need a couple culvs or something.
