You can rush with any civ. I would suggest that you do two things. First, pick a civ that is not known for rushing, your opponent won't be expecting a rush.
Second, every map has a place where your opponent will expect is covered by the no enemy construction radius, but there is a place where it doesn't quite ...

ports are the best no rushers you get a tc with every age and you can make cassadors wich max a 124 against heavy infantry with the right upgrades and organ guns rock!
