I agree terrain should have an effect on the battlefield.
hills = more vision and range
plains= neutral
woods= units in forests gain cover and can't be seen from far away
(borrowed from c&c ra3) units on top of cliffs can't be seen by units below
also make the tactical formations better. and make the square formation work with ...

no it adds civs on top of the old ones. And it adds tonnes of new units to the existing civs.
It also balances some civs to make them better. Like brits get riflemen (skirmishers) and the ottomans get some kind of rodelero unit.
It also includes new building and other options when buying upgrades for units.
