German is already OP, you dont need anything else!
You have many strengths where other civs have weaknesses.

Use cav against abus gun, they drop like flys and they do .5x damage against cav.
Ottos dont need a skirm because jan's work as a great skirm with respectable siege damage and 2x melee against horses.

Each Rueyter is 1 pop and falconet is 4, so it's 80 + 50 = 130, you actually have 20 vacant slots with this.
You play with 150 pop? I usually play ...

Dutch + Ottoman, I play with my friend and he is a master seargent ottoman and no team below level 20 can beat us.
